Free Initial Review of Your Land or Building in Essex

Could Your Land or Property Have Development Potential?

Do you own a field, paddock, garden, agricultural building, commercial premises or other land or property in Essex that you think might have development potential?

Our experienced Planning Directors can consider the location and circumstances of your site, the type of development you have in mind and whether further planning investigations may be worthwhile. We have particular experience of assessing challenging sites, including land outside settlement boundaries, countryside locations, former agricultural buildings, commercial redevelopment opportunities and land affected by restrictive planning policies.

This can include sites where development has previously been refused or where the owner has been advised that planning permission may be difficult to obtain. Simply provide your site's address or postcode and a brief description of what you would like to achieve.

Our free review provides a preliminary indication of potential opportunities and possible next steps. More detailed planning assessments, technical investigations and formal feasibility reports are separate professional services.

Can I Develop My Land in Essex?

One of the most common questions we help landowners answer is whether their land or property could be suitable for development. This might involve a field adjoining a village, agricultural land, a large residential garden, a paddock, redundant farm buildings, commercial premises or land that has previously been refused planning permission.

Essex contains a diverse range of development opportunities, from residential and commercial sites in established towns to countryside locations, village-edge sites and land that may be suitable for longer-term development.

The development potential of any site depends on its location, relevant planning policies, accessibility, environmental constraints, surrounding development and the nature of the proposal. Meadows provides professional planning feasibility assessments and strategic advice to help landowners understand the opportunities and constraints affecting their sites.

We can advise on potential residential, commercial, agricultural, tourism and other development proposals, together with the most appropriate planning strategy. Where immediate planning permission may be difficult to secure, we can also advise on alternative development options, Permission in Principle, outline planning applications, pre-application discussions or longer-term land promotion through the Local Plan process.

If you own land or buildings in Essex, contact Meadows for a free initial review of their development potential.

Planning Permission Outside Settlement Boundaries in Essex

Can You Build Outside a Village or Settlement Boundary?

Many landowners assume that development is impossible because their land lies outside a defined settlement boundary. However, being outside a settlement boundary does not automatically prevent planning permission from being granted.

The planning position depends on the relevant Local Plan, national planning policies, the location and characteristics of the site, and the type of development proposed. The revised National Planning Policy Framework introduced in August 2026 contains specific provisions concerning development outside settlements, including certain forms of countryside development, rural business proposals and opportunities involving existing buildings.

Meadows has extensive experience of assessing countryside housing, rural infill sites, self-build developments and land adjoining existing settlements.

We carefully consider the relationship between a site and its surroundings, access to services, housing requirements, landscape impacts and other relevant planning considerations. Our Planning Directors have successfully progressed challenging countryside development proposals throughout the East of England and can apply that experience when assessing the potential of sites in Essex.

If you own land outside a settlement boundary in Essex, we can assess whether there may be a realistic opportunity for development.

Planning Advice for Green Belt Land in Essex

Parts of Essex are designated as Metropolitan Green Belt, particularly within districts closer to London. Development proposals involving Green Belt land can be subject to additional planning restrictions and require careful consideration of national planning policy.

However, certain forms of development may be acceptable in appropriate circumstances, depending on the nature of the proposal, the characteristics of the site and the relevant planning policies.  Meadows can advise on potential development opportunities involving Green Belt land, including the reuse of existing buildings, appropriate rural development, changes of use and other proposals.  We can also assess whether current national planning policies relating to Green Belt and grey belt land may be relevant to a particular site.

If you own land or buildings within the Essex Green Belt, contact Meadows for an initial review of the planning position.

Planning applications, appeals and different development sectors

Planning Applications & Planning Permission in Essex

Meadows prepares and manages planning applications for developments of all types and sizes throughout Essex. Our services include full and outline planning applications, reserved matters, Permission in Principle, prior approval applications, changes of use, certificates of lawfulness and applications relating to planning conditions.

We prepare professional Planning Statements, assess relevant national and local planning policies and advise on the most appropriate application strategy. Where specialist supporting information is required, we can assist in coordinating architects, ecologists, highway consultants, drainage specialists and other relevant professionals. Our approach is to establish a clear planning strategy, identify potential difficulties at an early stage and prepare a robust, well-reasoned planning case in support of the proposed development.

We assist with proposals ranging from individual dwellings and changes of use to substantial residential, commercial and mixed-use development schemes.

Planning Appeals & Planning Refusals in Essex

Has Your Planning Application Been Refused?

A refusal of planning permission does not necessarily mean that your development proposal cannot proceed. Meadows provides specialist planning appeal advice and representation for clients throughout Essex.

Our experienced Planning Directors can review the reasons for refusal, relevant planning policies, site circumstances and prospects of success before advising on the most appropriate way forward.

We undertake planning appeals through written representations, hearings and public inquiries, and also provide advice on planning enforcement matters. Where a revised application or alternative planning strategy may offer better prospects than an appeal, we provide practical and realistic advice on the available options.

Our directors have considerable experience of preparing detailed appeal statements, planning arguments and supporting evidence for residential, commercial, countryside and other development proposals. We also have particular experience of appeals involving residential development outside settlement boundaries and proposals where the interpretation of local and national planning policies is central to the case.

If your planning application has been refused by an Essex council, contact Meadows to discuss your options.

Residential Development & Self-Build Housing in Essex

Meadows provides specialist planning advice for residential development throughout Essex, from individual homes and self-build plots to larger housing schemes. We advise landowners, self-builders and developers considering residential proposals within settlements, on village edges and in countryside locations.

Our experience includes sites outside settlement boundaries, proposals involving complex planning policies, Permission in Principle applications and developments requiring detailed planning justification.

We can assess the potential of residential development sites, advise on planning strategy and manage applications through to determination. Where land may not be suitable for immediate development, we can also provide advice on longer-term opportunities, including Local Plan site promotion.

Commercial, Industrial & Employment Development

Essex has a diverse commercial and employment economy, with opportunities for industrial development, business expansion, logistics, commercial redevelopment and mixed-use proposals. Meadows provides planning consultancy services for commercial premises, industrial buildings, employment sites, offices, business parks, changes of use and other commercial developments.

Tourism & Leisure Planning in Essex

Essex offers opportunities for tourism and leisure development, including holiday accommodation, glamping, holiday lodges, visitor attractions, hospitality venues and recreational facilities. Meadows provides specialist planning advice for landowners, estates and businesses looking to establish new tourism ventures or expand existing operations.

We advise on site feasibility, changes of use, planning applications and the planning implications of operating tourism facilities. Particular considerations may include countryside policies, landscape impacts, ecology, heritage, flood risk and the relationship between tourism developments and neighbouring uses.

Coastal Development, Ecology & Environmental Planning Considerations

Development proposals in parts of Essex can involve particular environmental considerations, including coastal flood risk, protected habitats, landscape designations and the Essex Coast Recreational Disturbance Avoidance and Mitigation Strategy (RAMS).

The Essex Coast RAMS seeks to address recreational pressure associated with new residential development affecting internationally protected coastal habitats. Where relevant, we can help clients identify the planning implications of environmental constraints and coordinate the involvement of appropriate specialist consultants.

Our approach is to identify these matters at an early stage, helping clients understand the information and mitigation that may be required to progress their proposals.
