Meadows is a Norwich-based planning consultancy specialising in land, estates, self-build, rural diversification and tourism developments across the East of England — including Norfolk, Suffolk, Essex, Cambridgeshire and Lincolnshire. We also work on select projects across the wider UK where our specialist expertise is a strong fit or we have clients who would like us to undertake their projects.

We operate differently to most planning consultancies. Every project we take on is led by a Director from day one to decision. That means no handovers, no junior delegation, and no lost details — just consistent, senior-level planning advice shaped by decades of local authority and private sector experience

Our Directors

Jason Parker

Director

Jason is a qualified and highly experienced planning consultant with over 20 years in public and private practice. He began his career in local government working across five councils in Norfolk, Essex and Cambridgeshire and progressed to Principal Development Management Planner at Breckland Council.

In consultancy, he has delivered virtually every type of project nationwide, from rural and edge-of-settlement housing to tourism, leisure, heritage, and complex mixed-use proposals.

Alongside a very strong record at appeal, Jason is known for the strength of his initial advice and planning application work and persuasive submissions that secure consent.

Louise Shorten

Director

As Finance Director of Meadows, Louise brings a wealth of experience in financial management, business operations, and client relations. A qualified accountant, she has worked across both accountancy practice and the private sector, giving her a broad understanding of how to deliver effective financial and strategic support.

Alongside overseeing the company’s financial operations, Louise is the first point of contact for new clients, guiding them from initial enquiry through to successful project delivery. Her professionalism and attention to detail help ensure every project meets Meadows’ high standards of quality and consistency.

Simon Henry

Director

Simon is a Director at Meadows and an experienced planning consultant with over 20 years in the private sector.

He’s known for his practical approach to navigating the planning system and for helping clients achieve great results on projects of all shapes and sizes.

Over the years, Simon has worked on everything from complex planning applications to appeals and development projects across the UK. His depth of knowledge and hands-on experience make him a trusted advisor to clients looking to move their projects forward smoothly and successfully.
