We’re pleased to share another Meadows success — a self-build development approved by Planning Committee at Tasburgh, Norfolk (South Norfolk District), with the formal decision now issued after completion of nutrient neutrality credits and Natural England consultation.

This case highlights an important shift we are now seeing more widely 👇

🚧 Self-Build Outside Settlement Boundaries is Being RecognisedDespite sitting just outside the defined boundary, the Council accepted that the proposal aligns with GNLP Policy 7.5, which supports small-scale self-build sites within or adjacent to settlements where they respect local character.

The officer report noted the positive weight to be given to the development:

“The provision of housing is considered to be a moderate to substantial benefit.”

With the Council unable to demonstrate a 5-year housing land supply, these benefits carried significant weight in the tilted balance. Importantly, the scheme was supported without the need for an appeal — a strong example of committee-level acceptance of well-presented self-build proposals.


🌱 A Broader Trend Across Rural Areas. This approval reflects a national direction of travel.


Planning authorities are increasingly recognising that:

  • Self-build homes make a meaningful contribution to local housing supply

  • Small-scale rural sites can be appropriate when assessed in the round

  • The benefits of self-build attract significant positive weight under the NPPF

  • A site being just outside the boundary does not automatically mean refusal


It follows other recent positive outcomes, including the Old Buckenham appeal, where the Inspector reinforced that rural locations should be judged holistically — not against urbanised expectations such as footpaths or lighting.
